Introduced by Council President Praisner: The Bill establishes outdoor lighting standards; requires a person to obtain approval of a lighting plan from the Department of Permitting Services (DPS) before applying to the Planning Board for site plan approval or to the Board of Appeals for a special exception; requires applicants for certain types of building permits, electrical permits, and use and occupancy permits to submit a lighting plan to the DPS for approval; creates certain exemptions; authorizes the Director of DPS to grant certain types of modifications; establishes certain penalties; and establishes a compliance deadline for existing outdoor lighting. The ZTA amends the Zoning Ordinance to make standards and procedures governing outdoor lighting consistent with the County Light Control Law; and requires non-conforming lighting to comply with the County Light Control Law by a certain date Staff Recommendation: Transmit Comments to the County Council
