Black Hill Regional Park Master Plan

Public Hearing Continued on Thursday, May 2, 2002

The Maryland-National Capital Park and Planning Commission’s (M-NCPPC) Montgomery County Planning Board will continue the public hearing on the Black Hill Regional Park Master Plan, Thursday, May 2, 2002 at the Montgomery County Regional Office Auditorium, 8787 Georgia Avenue, Silver Spring, Maryland.  To sign up in advance to speak, call 301-495-4600.

 

During the Montgomery County Planning Board’s January 2000 public hearing on the proposed Master Plan for Black Hill Regional Park, members of the community voiced their concern for a second roadway entrance to the Park.  The Planning Board deferred action on the Master Plan pending the completion of a feasibility study for a second roadway entrance.  The public is invited to comment on the feasibility study, which addresses three “build” options for the roadway along with the “no-build” option.  The project site is located between Crystal Rock Drive and Lake Ridge Drive, which is currently the primary entrance into the Park located at 13440 West Old Baltimore Road, Boyds.

DRAFT REVISIONS TO THE

LOCAL AREA TRANSPORTATION REVIEW GUIDELINES

 

Planning staff are suggesting revisions to the Local Area Transportation Review Guidelines (LATR) to provide revised procedures for conducting traffic studies in recognition of the County Council’s decision to apply Section V to all Central Business District (CBD) and Metro Station Policy Areas, expiration of the Expedited Development Approval procedure and “loophole” legislation, the Guidelines as the standard to be used for zoning, subdivision, special exception and mandatory referral cases brought before the Planning Board, the Board of Appeals and the Hearing Examiner, elimination of the link volume congestion standard, trip reductions for residential and non-residential development graduated based on the applicable congestion standard, new requirement for all traffic counts to be submitted in digital format; and to clarify the number of intersections to be studied based on maximum peak hour trips generated by a site, the acceptability of traffic counts, that intersections which straddle policy area boundaries will use the higher policy area congestion standard, use of “street peak” to determine peak hour used in a traffic study; and to provide updated trip rates for child day-care centers, and new trip rates for assisted living facilities, mini-storage facilities, and townhouses in the Silver Spring CBD.

75th Anniversary Exhibit Opens at

Brookside Gardens

 

To help celebrate “75 Years, Turning Visions into Reality,” The Maryland-National Capital Park and Planning Commission (M-NCPPC) invites local residents, businesses and families to enjoy a “then and now” exhibit on the Commission’s 75-year history.  The exhibit will open to the public at Brookside Gardens Visitors Center, Friday, April 26 and continue on display daily through Monday, May 27.  Located within the 50-acre horticultural display gardens at 1800 Glenallan Avenue in Wheaton, Brookside Gardens Visitors Center is open daily from 9 a.m. to 5 p.m.  In June, the exhibit travels to the Prince George’s Sports and Learning Complex, 8001 Sheriff Road, Landover, for the summer months.

 

Titled “75 Years, Turning Visions into Reality,” the exhibit features historic and current photos, maps and artwork and depicts projects, programs, facilities and milestones that have impacted residents and communities the Commission serves in Montgomery and Prince George’s Counties.  Exhibit images will be available online at www.mncppc.org in May 2002.
