DRAFT
REVISIONS TO THE
LOCAL AREA TRANSPORTATION
REVIEW GUIDELINES
Planning staff are suggesting revisions to the Local Area Transportation
Review Guidelines (LATR) to provide revised procedures for conducting
traffic studies in recognition of the County Council’s decision
to apply Section V to all Central Business District (CBD) and
Metro Station Policy Areas, expiration of the Expedited Development
Approval procedure and “loophole” legislation, the Guidelines
as the standard to be used for zoning, subdivision, special exception
and mandatory referral cases brought before the Planning Board,
the Board of Appeals and the Hearing Examiner, elimination of
the link volume congestion standard, trip reductions for residential
and non-residential development graduated based on the applicable
congestion standard, new requirement for all traffic counts to
be submitted in digital format; and to clarify the number of intersections
to be studied based on maximum peak hour trips generated by a
site, the acceptability of traffic counts, that intersections
which straddle policy area boundaries will use the higher policy
area congestion standard, use of “street peak” to determine peak
hour used in a traffic study; and to provide updated trip rates
for child day-care centers, and new trip rates for assisted living
facilities, mini-storage facilities, and townhouses in the Silver
Spring CBD.

Unit in Room 105 of the Montgomery Regional Office or by calling

recommended as “preferred sites” for dog exercise areas:

Black Hill Regional Park (near the boat ramp)

Cabin John Regional Park (near the handball court)
Ø
Cabin John Regional Park (in the former Noah’s Ark section)
Ø
Centerway Local Park (northwest of the athletic fields)
Ø
Martin Luther King, Jr. Recreational Park (adjacent to the swim center
entrance)
Ø
Parklawn Group Camping Area
Ø
Olney Manor Recreational Park (south of the aquatic center parking
lot)
Ø
Ridge Road Recreational Park (in the gasline right-of-way)
Ø
Sligo Stream Valley Park (off the intersection of Brunett Avenue and
Sligo Creek Parkway)
Ø
Water’s Landing Local Park (south of the playground)
Ø
Wheaton Regional Park (behind the tennis facility)
Development of these facilities
will only occur with the partnership between the Department of Park
and Planning and an interested “dog owner group” (DOG).

Deer Management Public Meeting
Tuesday, June

M-NCPPC’s Montgomery County Department of Park and Planning
will host its annual public information meeting on the County’s
deer management program on June 18.
Representatives from the USDA and the Maryland Department
of Health and Mental Hygiene will make an educational presentation
on reducing the risk of Lyme disease.
Following this presentation, the Montgomery County Deer
Management Work Group (DMWG) will summarize its annual report
on the implementation of the County’s Deer Management Plan and
recommendations for fiscal year 2003, July 1, 2002 to June 30,
2003.
After
the presentations, the public will have the opportunity to comment
and ask questions on the report and recommendations.
Speakers will have three minutes each to make comments. In addition, those in the audience will be
asked to provide their comments on a questionnaire about the
direction and content of
the Deer Management Program in Montgomery County.
Copies
of the DMWG’s annual report and recommendations for FY 03 are
available at regional libraries in Wheaton, Rockville, Gaithersburg
and Bethesda and on the Department’s website. Additional
information may be obtained by calling (301) 949-2909. Those unable to
attend the June 18 meeting may send their comments
