The proposed redevelopment is to convert the existing Rocky Hill Middle School into a High School site to serve the area. The conversion will consist of the existing core facilities, building additions, athletic fields, parking expansion, and the associated infrastructure. The site is located within the portion of Little Seneca Creek Watershed that has been designated as a Special Protection Area.If you wish to request a public information meeting to review the Water Quality Plan, a written request must be submitted to this office within 15 days of this notice (Notice posted 4/12/2004). DRAFT REVISIONS TO THE
LOCAL AREA TRANSPORTATION REVIEW GUIDELINES

Transportation Planning staff are suggesting changes to the Local Area Transportation Review (LATR) Guidelines in response to the County Council's revision of the Annual Growth Policy adopted in October of 2003, which will become effective July 1, 2004.

The County Council eliminated Policy Area Transportation Review as of July 1, 2004, and made other changes to the AGP which resulted in revising several provisions in the LATR Guidelines, as follows:

1. Intersection congestion standards are lowered by 50 critical lane volume (CLV) movements in all policy areas except Central Business District and Metro Station Policy Areas.
2. Capital projects that are fully funded in the first four (rather than five) years of the CIP or CTP may be "counted" in a traffic study.
3. A traffic study must be completed for any application that would generate 30 (rather than 50) or more weekday peak-hour vehicle trips.
4. For any application that will generate 30 to 49 weekday peak-hour vehicle trips, the Planning Board must require that either (a) all LATR requirements are met or (b) the applicant make an additional payment equal to 50% of the transportation impact tax.
5. Larger subdivisions may be required to analyze up to five tiers of signalized intersections from the site in each direction.
6. The Planning Board will give priority to and may select trip reduction measures rather than road improvements as the required means of traffic mitigation, balancing safety issues for pedestrians and bikes versus improved intersection capacity.
7. For applications in the Potomac Policy Area, three additional intersections are subject to the LATR Guidelines: (1) River Road and Bradley Boulevard, (2) River Road and Piney Meetinghouse Road, and (3) River Road and Seven Locks Road.
8. Transportation Planning staff may request analysis of link volume capacity as part of a traffic study.

M-NCPPC'S ARBOR DAY CELEBRATION FEATURES BILLY B

To celebrate the Commission's commitment to protecting the County's natural environment, especially its trees, and the County's overall quality of life, M-NCPPC is inviting the public to enjoy its eighth Arbor Day Celebration at the Agricultural History Farm Park, 18400 Muncaster Road, Derwood, Maryland, Sunday, April 25, Noon to 4:00 p.m., rain or shine. The theme this year is "Plant a Tree, Save the Bay." Arbor Day's featured performer, the famous Billy B, will provide environmentally-oriented entertainment from 1:00 to 2:00 p.m. for children of all ages. Music will be provided by the Cider Press Boys from noon to 4:00 p.m. Refreshments will be available. Parking and admission are free!
