Proposed FY06 Operating Budget
Thursday, February 17, 7:30 p.m.

After hearing from the public on their budget priorities at a Public Forum on October 21, The Maryland-National Capital Park and Planning Commission's (M-NCPPC) Montgomery County Planning Board will present its proposed FY06 Operating Budget to the public, Thursday, February 17, 2005, 7:30 p.m., at M-NCPPC's auditorium, 8787 Georgia Avenue, Silver Spring, Maryland.

M-NCPPC's Department of Park and Planning Operating Budget includes park design and maintenance, community mastermaster planning, environmental and transportation planning, subdivision review, zoning analysis, public information, administration and other operating expenses. A summary of the proposed FY06 Operating Budget will be available online at www.mcparkandplanning.org after February 1, 2005.

Prepared every two years, the Capital Improvements Program (CIP) budget includes engineering and construction of new facilities, renovations of existing playgrounds, recreation buildings, offices, parking lots, parkways, trails and other facilities. In the spring, the public will have an opportunity to testify on the Capital Improvements Program.

PLANNING BOARD RULES OF PROCEDURE - CHANGES

The Planning Board's Rules of Procedure were revised, effective January 13, 2004, to eliminate references to Maryland's Administrative Procedures Act from Section I (Purpose). Call the Office of General Counsel at 301-495-4646 for a copy of the revised Rules.

Additionally, the Board will be considering more comprehensive revisions to the Rules later this spring. Staff seeks public comment on the Rules on Monday, February 28, from 1:00 - 4:00 p.m. in the Auditorium at 8787 Georgia Avenue, Silver Spring. Written comments also are welcome, and should be sent to Michele Rosenfeld, Associate General Counsel, at M-NCPPC, Suite 205, 8787 Georgia Avenue, Silver Spring, Maryland 20910. Staff will hold a second open meeting later this spring to discuss proposed draft Rules.


African American Heritage Programs
Planned for Black History Month

You're invited to attend this Black History Month program exploring African American heritage. On Saturday,
February 19, 2-4 p.m., join Chairman Derick Berlage, Historic Preservation staff and Alpha Phi Alpha fraternity for
the Grand Opening of the restored Smithville Colored School, 811 East Randolph Road, Silver Spring. Enjoy displays
on the historic African American Communities of Montgomery County. Refreshments will be served.

The proposed development will include four single-family houses and one outlot on 12.4 acres. The site is located on Piney Meetinghouse Road, which is within the Piney Branch Special Protection Area.

PRELIMINARY/FINAL WATER QUALITY PLAN For MITTER PROPERTY
The proposed development will include three single-family houses on 1.7 acres. The site is located on Fairland Road, which is within the Upper Paint Branch Special Protection Area.

PRELIMINARY/FINAL WATER QUALITY PLAN For CASEY/DUNGAN PROPERTY
This plan is proposing a development using the RNC cluster option and will contain approximately 186 lots of varying sizes with a mixture of single family detached and duplexes. The property is 469 acres in size with approximately 300 acres to remain undeveloped due to wetlands and environmental buffers. The site surrounds Magruder High School and is located in the Upper Rock Special Protection Area.

If you wish to request a public information meeting to review the Water Quality Plan(s), a written request must be submitted to this office within 15 days of this notice (Notice posted 1/31/2005).

The Water Quality Plans are also available for review at the Department of Permitting Services office during working hours. (8:00am-4:00pm Monday through Friday)
