African American Heritage Programs
Planned for Black History Month

You're invited to attend three Black History Month programs exploring African American heritage. Sunday, January 30, 3:30 p.m. at the Beall-Dawson House in Rockville, is "Testing Ground for Brown," a talk and
discussion by history professor Dr. Bruce Thompson who will explore the legal cases filed in Maryland leading to the
Supreme Court ruling in Brown v. Board of Education of Topeka, Kansas outlawing segregation in public schools. In
addition, Dr. Alonzo Smith, of the Smithsonian Institution and Montgomery College, will talk about Gibbs v. Broome,
the challenge to lower salaries for African American teachers. Reservations are required. Call 301-762-1492.

On Saturday, February 19, 2-4 p.m. join Chairman Derick Berlage, Historic Preservation staff and Alpha Phi
Alpha Fraternity for the Grand Opening of the restored Smithville Colored School, 811 East Randolph Road, Silver Spring.

Park Trail Connectors Public Meeting

Tuesday, February 1, 2005, 7-9 p.m.

The Maryland-National Capital Park and Planning Commission's (M-NCPPC) is inviting the public to
participate in the community meeting on potential park trail connectors on Tuesday, February 1, 7-9 p.m. at the
Upcounty Regional Services Center, 12900 Middlebrook Road, Room A, Germantown.

Staff is seeking public comments and ideas on proposed paved hiker-biker trail connectors linking community destinations with existing hiker-biker trails in M-NCPPC's 32,200 acres of parkland in Montgomery County. You're invited to Comment on the Intercounty Connector (ICC)

The Montgomery County Planning Board will hear two hours of public testimony on the Maryland Department of Transportation's (MDOT) three alternatives for the Intercounty Connector, known as the ICC, Thursday, February 3 at M-NCPPC's auditorium, 8787 Georgia Avenue, Silver Spring, Maryland. The state's three alternates retained for detailed study include two "build" and a "no-build." Proposed to connect I-270 in Gaithersburg with either Route 1 or I-95 south of Laurel, the build alternates are Corridor 1 (along the Master Plan alignment) and Corridor 2 (along a more northern alignment).

During January 2005, the MDOT is holding a series of four public hearings in Gaithersburg, Greenbelt and Silver
Spring to encourage participation in the public process. Additional information is online at www.iccstudy.org. Copies of
the M-NCPPC staff report will be available to the public after January 31 at the Commission's Montgomery Regional Office

The property is 469 acres in size with approximately 300 acres to remain undeveloped due to wetlands and environmental buffers. The site surrounds Magruder High School and is located in the Upper Rock Special Protection Area. If you wish to request a public information meeting to review the Water Quality Plan(s), a written request must be submitted to this office within 15 days of this notice (Notice posted 1/31/2005).
