Gerrit Knaap is the Executive Director of the National Center for Smart Growth Research & Education at the University of Maryland. He is also an economist and a professor of urban studies and planning. He is the author of more than 50 articles and five books on state and local land use planning and economics. His research interests include the economics and politics of land use planning, the efficacy of economic development instruments, and impacts of environmental policy. He is co-author, editor, or co-editor of six books: Land Market Monitoring for Smart Urban Growth; Environmental Program Evaluation; Spatial Development in Indonesia; The Regulated Landscape: Lessons on State Land Use Planning from Oregon; Partnerships for Smart Growth: University-Community Collaboration for Better Public Places; and, Incentives, Regulations, and Plans: The Role of States and Nation-States in Smart Growth Planning. He earned a B.S. from Willamette University, his M.S. and Ph.D. from the University of Oregon, and received post-doctoral training at the University of Wisconsin-Madison, all in economics.

 

Topic: “Update on ‘Reality Check’.” The National Center for Smart Growth at the University of Maryland has recently completed or is currently engaged in a number of projects of potential interest to Montgomery County. These include an analysis of the effects of adequate public facility ordinances, the effects of inclusionary zoning on housing markets in California, an analysis of zoning patterns in the Washington metropolitan area, the effects of urban form on pedestrian activity, and the effects of alternative development scenarios for the state of Maryland. Mr. Knaap will offer a brief description of these projects and offer suggestions of how these and similar projects could be of use to planners in Montgomery County.

Planning Board Seeks Public Comment on Water and Sewer Category Change Requests
And General Water/Sewer Map Amendments

The Planning Board will hear testimony and consider recommendations for water and sewer category change requests on Thursday, June 7, 2007. The applications listed below request that public water and/or sewer service be extended to individual properties. Recommendations from the Planning Board will be presented to the County Council at a public hearing on Tuesday June 12, 2007. The Council will make final decisions on these requests at a later meeting.
