Wheaton, Md. – The Montgomery County Planning Board and Montgomery County Planning Department, both part of The Maryland-National Capital Park and Planning Commission (M-NCPPC), have announced their October 2023 calendar of events and meetings. The public can participate in Planning Board meetings by testifying in-person, testifying virtually, over the phone, or by sending in written comments to the Planning Board. Information about submitting written testimony and testifying live at Planning Board meetings can be found below. Contact us for accessibility accommodations.
The public may attend Planning Board meetings in-person, watch them live or on-demand, or listen over the phone. View individual agendas, which are usually made public 10 days prior to the start of a meeting. Consult the Development Review Committee (DRC) and Historic Preservation Commission (HPC) websites for their agenda information. October Calendar of Events:
October 3 – Planners invite the public to a virtual listening session for the Clarksburg Gateway Sector Plan (7 to 8:30 p.m.). Topics covered at the listening session will be transportation and environment. Community input gathered at the listening session will inform the plan team’s development of preliminary recommendations for realizing a thriving Clarksburg that works for the future of its residents and the surrounding county. RSVPs are required to attend.
October 5 – The Planning Board will hold its weekly meeting in-person and online.
October 10 – The Development Review Committee (DRC) will meet in-person and virtually. The community is invited to attend the meeting in-person or online by watching the DRC live video stream or viewing on-demand. The DRC is an inter-agency task force comprised of representatives from Montgomery Planning, the State Highway Administration, the county departments of Permitting Services, Environmental Protection, and Public Works and Transportation, and utilities such as WSSC and PEPCO. At these regularly scheduled meetings twice a month, DRC members discuss development applications with the applicants.
October 11 – The Historic Preservation Commission (HPC) will hold its meeting in-person at M-NCPPC’s Wheaton Headquarters with a virtual option available upon request. To testify on an agenda item, sign up no later than 9 a.m. the day before the hearing.
October 11 – Planners invite the public to an in-person listening session for the Clarksburg Gateway Sector Plan (from 7 – 8:30 p.m. at Rocky Hill Middle School, 22401 Brick Haven Way, Clarksburg, MD 20871). Topics covered at the listening session will be land use, housing, economic development, and employment. Community input gathered at the listening session will inform the plan team’s development of preliminary recommendations for realizing a thriving Clarksburg that works for the future of its residents and the surrounding county.
October 12 – The Planning Board will hold its weekly meeting in-person and online.
October 15 – Meet with planners at the Wheaton Arts Festival from 10 a.m. to 5 p.m. (2424 Reedie Drive, Wheaton, MD). Planning staff will be collecting feedback on priorities for future placemaking activities in Wheaton and sharing information about the University Boulevard Corridor Plan.
October 17 – Planners for the 2024 update to the Growth and Infrastructure policy will hold an online kickoff meeting for the project (6 – 8 p.m.). The meeting will include an overview of the existing policy and the scope of the work for the 2024 update, as well as the opportunity for questions and answers! RSVPs are required to attend.
October 18 – The Maryland-National Capital Park and Planning Commission will hold its monthly Full Commission meeting.
October 19 – The Planning Board will hold its weekly meeting in-person and online.

October 19 – The Planning Department is co-hosting the 2023 Celebrate Design event with the American Institute of Architects (AIA) Potomac Valley Chapter at the M-NCPPC Wheaton Headquarters (2425 Reedie Drive, Wheaton, MD) starting at 6 p.m. The winners from the 2023 Design Excellence Award will be announced at the event. October 23 – Planners invite the community to a virtual meeting at 7 p.m. to learn about the preliminary recommendations for the Great Seneca Plan. The meeting will be held via Zoom. RSVPs are required to attend.

There are many ways to participate in Planning Board meetings:
- Watch the Planning Board meeting live online and on demand.
- Listen live over the phone to the Planning Board meeting by calling: 866-774-0898 Password: 24252020
- Sign up to testify via Microsoft Teams, over the phone, or in person during the Planning Board meeting. To testify, fill out the Sign Up to Testify form by 12 noon on the day before the Planning Board meeting.
- On the afternoon before the meeting, you will receive an email with a phone number to call during a designated time to provide your testimony for a specific agenda item. Submitting this form online by the deadline is the only way to testify on meeting items.

- Email your written testimony with comments on specific Planning Board agenda items to mcp-chair@mncppc-mc.org by 12 noon on the day before the Planning Board meeting. Items received after this date and time will not be included in the record.
