Construction of a grade-separated trail connecting the future Capital Crescent Civic Green to the Purple Line-constructed portion of the Capital Crescent Trail via a tunnel within the basement level of the 7272 Wisconsin Avenue building, beneath Wisconsin Avenue and Elm Street and connecting to a portal in Elm Street Park. Includes reconstruction of the north side of Elm Street Park.
